Quantification of benefits achieved by coordinated control of power flow controlling devices

The Transmission System Operators (TSOs) in Europe are facing increasing challenges in both planning and operating their transmission systems. More integration of renewables increased the need for congestion management frequently. The highly variable energy output of renewables demands the expansion of existing network to accommodate them and managing power flows that are no longer centrally dispatchable. Moreover due to European electricity market deregulation, TSOs do not have direct control over the conventional generation utilities. Power flow controlling devices such as Phase Shifting Transformers and High Voltage Direct Current can replace expensive means of congestion management such as generation re-dispatch by making the existing grid more flexible in operation. Several of such devices are already installed in the European system. However, coordination among these devices with respect to their operation is essential. This paper quantifies the benefits of inter-TSO coordination in order to avoid costly means of congestion management. It shows the amount of financial savings a TSO can achieve each day in order to solve security problems with the help of TSO coordination which, otherwise, would have required to re-dispatch generators in order to address the same. The main focus is on the European power system. The demonstration is performed on IEEE 118-bus system.
